TE01

AI CAPABILITY EVENT A frontier AI research or deployment milestone meeting at least one measurable trigger: (a) confirmed model training compute scale ≥5× increase over prior frontier system; (b) benchmark record on an established evaluation suite (MMLU, MATH, HumanEval, GPQA, SWE-bench, ARC-Challenge, or equivalent established evaluation); (c) confirmed deployment into a national security, military, or critical infrastructure system; (d) government regulatory milestone (mandatory safety evaluation required before deployment, deployment paused or restricted by regulator); (e) confirmed autonomous operation in a novel task domain without human intervention. Vague “more capable” announcements, incremental version releases, or marketing claims without measurable benchmark evidence → SKIP or code with low confidence. Also covers

TE02

MILITARY TECHNOLOGY EVENT A state or state-affiliated entity tests, deploys, or demonstrates a military technology capability: hypersonic missile test, new-generation weapons system successful test, directed energy weapon deployment, autonomous or AI-enabled weapons system test, drone swarm capability demonstration, nuclear delivery system test (non-detonation), underwater autonomous vehicle deployment. TE03

CYBER EVENT A significant malicious cyber operation with state-level scale or critical infrastructure impact: confirmed large-scale intrusion campaign against government systems, ransomware attack on critical infrastructure (hospitals, power grids, pipelines), zero-day exploit used in a targeted state-sponsored attack, major data breach of classified government systems, takedown of critical internet infrastructure. Distinguish from low-level commercial cyber crime. Also covers

TE04

SPACE OR SATELLITE EVENT A strategic event in the space domain: satellite launch with military or dual-use capability, anti-satellite (ASAT) test or demonstrated capability, space station construction or crew deployment, space debris event from intentional destruction, rendezvous and proximity operations (RPO) by military satellite, GPS or satellite communication disruption. TE05

STRATEGIC TECHNOLOGY CONTROL A government enacts a specific export control, technology transfer restriction, or research collaboration ban targeting strategic technology: chip export restrictions to named countries (enacted, not proposed), technology company blacklisting, restriction on foreign acquisition of technology companies, research collaboration prohibitions, component export bans. The control must be ENACTED, not just announced for future consideration. Also covers

TE06

CRITICAL TECH INFRASTRUCTURE A milestone or disruption event in foundational technology infrastructure: semiconductor fabrication facility reaching production milestone (first wafers at advanced node), quantum computing capability milestone, nuclear technology event (reactor startup, fusion milestone), undersea cable construction or cut with strategic implications (distinct from IN04 — this is about the technology capability, not pure disruption), critical standards body decision affecting technology ecosystem. Also includes sovereign AI / national compute infrastructure milestones: a government-designated national AI data center or strategic compute facility reaching activation, production, or capacity milestone (e.g., national GPU cluster coming online, sovereign AI initiative commissioning first compute cluster). Distinguish from IN01 (general power grid or data center power event), CO03 (commercial private data center construction), and CO05 (private data center investment): TE06 requires the facility to be designated as national strategic compute infrastructure with AI or advanced technology capability significance by a government authority.
